Apparently taken by personnel on a troop transport ship, showing looks like an armed trawler as escort vessel (I am sure others can add information to this - I am not an expert on the vessels of the Kriegsmarine).
For the location I would guess one of the smaller cities along the southern coast of Norway, and the granary and church tower showing on the topmost slide should make an identification possible.
